JOB ORDER CONTRACTS (JOC):

Texas Association of School Board's Buyboard
Jamail & Smith Construction was honored to be awarded the JOC contract  for the Texas Building & Procurement Commission (TBPC). The Texas Building and Procurement Commission (TBPC) established the use of Texas multiple award schedule (TxMAS) contracts as an alternative purchasing method available to governmental agencies and members of the TBPC co-operative purchasing network to provide a rapid response to minor construction, repair, and renovation needs. The TxMAS contract provides a simple way for public agencies to enjoy the benefits of working with an experienced job order contractor while complying with the State of Texas procurement laws. Under the TxMAS contract Jamail-Smith has completed the 311 Call Center and Police Special Operations for the City of Austin, an interior renovation for TBPC for relocating state departments to a new facility, and several smaller Mechanical / Electrical renovations for the City of Killeen and the Texas Department of Health and Human Services.

City of Houston
Jamail & Smith Construction was selected to be the contractor of choice for the first Job Order Contractor awarded by the City of Houston.  The five year contract was so successful that funds were allocated to expand the project.  Some of the projects include jobs for the Police, Fire, Parks, Health, and the Entertainment departments.  The success of the project helped Jamail & Smith to secure their second contract with the city.

Houston Independent School District
Jamail Construction was the awarded recipient of the Job Order Contract for the Houston Independent school district in May of 2004. The contract is a 1 year contract with 6 option years. Jamail Construction is now in the 4th year of this contract. HISD calls upon Jamail Construction to complete a wide assortment of projects from minor repairs and maintenance to large renovations, additions and new construction. Jamail Construction has completed over 400 projects for the district and has received a customer satisfaction rating of “excellent” on over 92% of these projects. We are dedicated to quick response, customer satisfaction, quality of construction, and safety as our overall goals.

HISD and Jamail Construction have worked in partnership on many exciting projects with the NBA completing libraries and outdoor covered play areas and the Harris County Hospital district building clinics in the schools. Jamail Construction completed 123 Science labs in 2005 for the Superintendents “science initiative program” The intent was to have a science lab installed in every elementary school in the district to increase TAKS testing scores in science. We have also completed many “priority 1” projects for the Facilities and Maintenance department which basically is overhauling or replacing  HVAC systems that were failing or deficient.

Overall the contract has been a very successful partnership and we look forward to working closely with HISD on many future projects.

Texas State Technical College JOC
Jamail & Smith Construction was awarded the Job Order Contract to repair, renovate, and perform minor construction needs for Texas State Technical College in Waco.  TSTC Waco serves approximately 5,000 students providing training in more than 100 advanced technical AAS degree programs and certificates.  The contract is a one year base with four one year options.  Jamail & Smith is in the start up phase of the new project.

University of Houston
Two year multiple award job order contract, Jamail awarded first contract position. Supported University in being first public institution to recover from Tropical Storm Allison. Executed over $11 MM in emergency and recurring construction projects in one year. Executed single largest individual job order in history at $3.8 MM.

Killeen Independent School District
Jamail & Smith was selected as the primary of two job Order Contractors for Killeen and Ft. Hood. The contract term is one year with four optional one year extensions. Jamail & Smith is currently involved in school renovations and expansion for the school district.

GSA-El Paso, San Antonio, New Mexico
This Task Order Contract serves all GSA and Federal customers in two-thirds of Texas and all of New Mexico through the year 2014. The contract includes all classes of work but is primarily a facilities and construction support contract.
